Co-operation in NATO

Finland has been accumulating experience in cooperation with NATO from the perspective of security of supply since 1994, when the NATO Partnership for Peace programme was launched and Finland became one its members. With its accession to NATO in April 2023, Finland continues its work for national and international security of supply and resilience.

The resilience efforts carried out by NATO are steered by the Resilience Committee (RC), while the planning groups operating under the committee plan and develop the crisis resilience of different industries – in other words, their ability to prepare for and respond to various disruptions and emergencies as well as recover from them. This work is contributed to by representatives and experts from NATO member countries and partner countries, some of whom represent the private sector. Experts from the National Emergency Supply Agency participate in the planning groups’ work together with officials from a number of Finnish ministries and agencies. The key objectives of the resilience efforts include ensuring civil emergency preparedness, the functioning of infrastructure, and military and political cooperation.

Security of supply matters at the Permanent Representation of Finland to NATO in Brussels are handled by a senior expert from the National Emergency Supply Agency. They monitor the development of civil emergency planning and the connections thereof to the Finnish security of supply model and report on them. The senior expert also participates in meetings, drills and exercises. Additionally, the National Emergency Supply Agency funds a Voluntary National Contribution (VNC) position in NATO’s International Secretariat.
