Funding and legislation

The purpose of the Act on the Measures Necessary to Secure Security of Supply (1390/1992) is to ensure the continuity of the functions necessary for the economy, national defence, and people’s livelihood in exceptional circumstances.

The institution of the National Emergency Supply Agency is written into law, with the relevant legislation determining its general objectives and funding.

The costs associated with security of supply are covered centrally by way of the extra-budgetary National Emergency Supply Fund, managed by NESA.

The revenue from the emergency supply contribution for energy products is credited to the National Emergency Supply Fund. The aggregate contributions amount to 42.5 million euros per annum. The balance position of the National Emergency Supply Fund is 2.0 billion euros, with the majority of the amount tied up in the reserve stocks.
