Finland and Sweden have entered into a treaty on economic cooperation in the event of international crisis. According to the treaty, the Finnish and Swedish governments are to pursue not only economic cooperation, but also the exchange of information and communication in the fields of trade and security of supply. The treaty has consolidated and concretised Finland’s security of supply cooperation with Sweden and the Swedish Civil Contingencies Agency (MSB).

Finland and Norway have negotiated a bilateral framework agreement on the exchange of goods and services in the event of crises. The general purpose of the agreement is to ensure that the exchange of goods and services between the countries continues as normally as possible even during disruptions. Under the agreement, the two countries can also agree on joint preparedness measures. The committee overseeing the implementation of the agreement convenes at least once a year, alternating between Finland and Norway.

In addition to bilateral cooperation, in recent years security of supply has also been promoted through trilateral cooperation between Finland, Sweden and Norway, focusing on themes such as the examination of shared Nordic value and supply chains and their interdependencies, such as those described in the Critical Nordic Flows report.
