The early 2000s have concretely highlighted the need for security at all levels of society.
The most notable driving forces have included:
- international terrorism: such as the 9/11 terrorist attack, Madrid
- the Iraq War
- flooding in Central Europe and other large-scale natural disasters
- major power outages in different parts of the world
- SARS, avian influenza and other rapidly spreading diseases
In Finland, new security threats have been examined in numerous official reports. Many of these have resulted in the adjustment of preparedness measures.
