Authorities in the Finnish security of supply system
Finnish authorities have taken preparedness measures in order to be able to continue their work and even intensify their efforts amid disruptions and emergencies. This page introduces some ministries and government agencies that play an important and active role in preparedness matters.
Ministry of Economic Affairs and Employment
The Ministry of Employment and the Economy (MEE) is responsible for the operating environment underpinning entrepreneurship and innovation activities, securing the functioning of the labour market and workers’ employability, as well as for regional development.
Ministry of Transport and Communications
The Ministry of Transport and Communications is responsible for two broad sectors: transport policy and communications policy.
The Ministry of the Interior is responsible for internal security and migration.
The Ministry of Defence is in charge of national defence policy and national security as well as of international cooperation in defence policy matters.
The Ministry for Foreign Affairs promotes the security and welfare of Finland and the Finns, and works for a secure and fair world.
The Ministry of Finance is part of the Government. It provides a macroeconomic and fiscal policy framework for the Government, drafts the annual Budget and offers experience in tax policy matters. The Ministry is responsible for strategic policy on the financial markets, and State employer and personnel policy, and for overall development of government. Moreover, the Ministry is in charge of the legislative and financial requirements of local government functions. It also participates in the work of the European Union and several international organizations.
Ministry of Social Affairs and Health
The purpose of Finland’s Ministry of Social Affairs and Health (MSAH) is to ensure that everyone in the country has the same possibilities to have a healthy and safe life.
The Ministry of Agriculture and Forestry
The Ministry of Agriculture and Forestry steers the policy on sustainable use of natural resources. Legislative work is carried out as part of the Finnish Government and the EU institutions and decision-making.
The Ministry of the Environment
The Ministry of the Environment leads national efforts and encourages cooperation in safeguarding biodiversity, promoting sustainable development, and securing a good living environment for both current and future generations.
The Defence Forces maintain and develop the capability to perform defined by the foreign, security and defence policy of Finland’s political leadership. The capability comprises the capabilities of ground defence, maritime defence and air defence as well as the joint capabilities of the Defence Forces.
Centres for Economic Development, Transport and the Environment
The Centres for Economic Development, Transport and the Environment manage the regional implementation and development tasks of the state administration.
There are 15 Centres for Economic Development, Transport and the Environment. These Centres are tasked with promoting regional competitiveness, well-being and sustainable development, as well as curbing climate change.
Regional State Administrative Agencies
There are six Regional State Administrative Agencies that started operating on 1 January 2010. The agencies’ tasks consist of those of the former state provincial offices, occupational health and safety districts, environmental permit agencies and regional environmental centres. The agencies work in close collaboration with local authorities.
The Bank of Finland acts as Finland’s central bank, national monetary authority and member of the European System of central banks and the Eurosystem.
Finnish Transport and Communications Agency
The Finnish Transport Safety Agency (Trafi), the Finnish Communications Regulatory Authority (FICORA) and certain functions of the Finnish Transport Agency formed the new Finnish Transport and Communications Agency Traficom on 1 January 2019.
CERT-FI is the Finnish national computer security incident response team whose task is to promote security in the information society by preventing, observing, and solving information security incidents and disseminating information on threats to information security.
