In Finland, security of supply is a regulated activity. The general objectives of security of supply operations, the duties of the National Emergency Supply Agency and how operations are funded are defined by acts and decrees.

The key pieces of legislation governing security of supply are:

  • Act on the Measures Necessary to Secure Security of Supply (1390/1992)
  • Government Decree on the National Emergency Supply Agency(1048/2018)

Finland’s Security Strategy for Society serves as the common foundation for preparedness and crisis management for all operators in Finnish society. It is supplemented and elaborated upon by other strategies and guidelines on preparedness and the management of disruptions prepared by different administrative branches. Different sectors also have legislation relevant to security of supply.
