Overall situational picture of security of supply 28 January 2025: Hybrid threats causing uncertainty and disruptions
According to the current situational picture, hybrid threats are causing uncertainty and disruptions in terms of security of supply. However, most sectors are still able to provide the services critical to society with minimal disruptions.
At the end of December, submarine telecommunications cables and one electricity transmission cable in the Baltic Sea were damaged. It is suspected that the damage was caused by the Eagle S tanker and the anchor that it was dragging along the sea floor. In terms of security of supply, the greatest harm was caused by the cutting of the EstLink 2 electricity transmission cable, which has resulted in a reduction in electricity import capacity lasting several months.
The disruption of the Estlink 2 connection reduces electricity sufficiency on very cold and windless winter days. However, demand-side flexibility is expected to safeguard the sufficiency of electricity, and no electricity shortages are expected as long as domestic power plants and transmission connections continue to function normally.

The overall situational picture of security of supply compiled by the National Emergency Supply Agency (NESA) examines the challenges in the operating environment from several perspectives. The situational picture report includes an overview of different industries’ ability to function and the challenges they may face.
The NESA updates the overall situational picture once a month and releases a brief summary of the situational picture report. The details concerning industries are classified and are therefore not made public.
