The new Government Decision on the Objectives of Security of Supply takes into account the changed security environment

On 24 October 2024, the Finnish Government issued a new Government Decision on the Objectives of Security of Supply. The Government Decision is a key document guiding the operations of the National Emergency Supply Agency (NESA).

The new Government Decision on the Objectives of Security of Supply is based on Finland’s changed security environment, which is also reflected in security of supply activities. New and increasingly severe threats require that the level of security of supply and preparedness be strengthened.

The Finnish security of supply system is based on cooperation between the public, private and third sectors. This work is carried out at the local, regional, national and international level. Security of supply will continue to be developed closely between different actors.

The new Government Decision also provides guidelines for central and regional government and municipal authorities, wellbeing services counties and other actors responsible for the security of supply of their own administrative sectors and the management and development thereof. The new Government Decision replaces the Government Decision on the Objectives of Security of Supply issued in 2018. The updating of the Government Decision is included in the programme of Prime Minister Petteri Orpo’s Government.

“The new Government Decision recognised the change in the security environment well and includes good and ambitious objectives. Now we must take care of implementing the decision in cooperation with different actors. Attention must also be paid to the availability of sufficient resources for the implementation,” says Director of the Operations Department Jaakko Pekki from the NESA.

The decision defines the general context, implementation principles and national objectives of security of supply work. The Government also recognises in the Decision that ensuring national security of supply requires more extensive cooperation with Sweden, the other Nordic and Baltic Sea countries, the EU and NATO and their member countries.
