Overall situational picture of security of supply 27 August 2024: GPS interference in logistics increased

No notable changes have occurred in the overall situational picture of security of supply compared to the previous situational picture. Some unusual observations or disruptions have been recorded in the logistics, water services and health care sectors. However, these have had no impact on Finland’s security of supply. Companies are concerned about financial conditions.

In logistics, GPS interference has increased compared to one month ago and now extends to a larger area. Although services can be provided using other methods, the potential further increase of the interference is a cause for some concern. The attacks against commercial vessels in the Red Sea by Houthi rebels continue to restrict maritime transport in the area. Large international shipping companies have already transferred their maritime transport operations to other routes, which also protects transports important to Finland.

In water services, more water supply plants have reported unusual observations during the summer, such as possible intelligence gathering, break-ins and vandalism. The incidents have not affected water supply services.

In health care, there are currently moderately large numbers of disruptions occurring, especially in the operations of wellbeing services counties, which are caused by personnel availability and funding, among other factors.

According to the current forecast, the season’s crop yield will be average.

Overall, companies in different sectors are currently most concerned about financial conditions. The main reasons for this have to do with the prevailing market situation, macroeconomic phenomena occurring in the operating environment, general uncertainty about how the situation will develop and challenges regarding the availability of skilled labour. Furthermore, the autumn round of collective bargaining is expected to be difficult. The security situation is also seen as challenging, even though its actual impacts on Finland’s security of supply have remained minor so far.

The overall situational picture of security of supply compiled by the National Emergency Supply Agency (NESA) examines the challenges in the operating environment from several perspectives. The situational picture report includes an overview of different industries’ ability to function and the challenges they may face.
