Applying for compensation for the compulsory stockpiling of medications for 2024
The Act on Mandatory Reserve Supplies states that pharmaceutical plants, importers of medicinal products or the parties on behalf of which a compulsory stockpile is being kept are to receive compensation for the maintenance of the stockpile. The amount of the compensation is the reference rate listed in Section 12 of the Interest Act (633/1982) plus two percentage points, calculated from the capital bound to the procurement of the goods in the compulsory stockpile.
The compulsory stockpiling compensation is paid annually in arrears from the National Emergency Supply Fund based on a written application to the National Security of Supply Agency (NESA). The written compensation application for 2024 must be submitted to the National Security of Supply Agency no later than 31 January 2025, once all of the transactions related to the 2024 obligation are known.
The NESA will process the compensation applications in order of receipt and prepare a written decision based on each application, which will be emailed to the applicant to the address provided by the applicant. Those who are eligible for the stockpiling compensation will receive the payment to their indicated bank account by the end of March 2025.
The purpose of the compulsory stockpiling is to ensure the availability of medications in Finland in the event that the normal supply of medications is prevented due to supply disruptions, a serious crisis or other similar reasons. In addition to this, compulsory stockpiling ensures the security of supply of medications vital for health care and thus patient safety.
The compulsory stockpiling obligation applies to pharmaceutical plants operating in Finland, importers of medicinal products, health care services units and the Finnish Institute for Health and Welfare. The fulfilment of the obligation is monitored by Fimea, which also approves the list of medicinal products covered by the stockpiling obligation. The National Security of Supply Agency pays compensation to pharmaceutical plants and importers of medications for the costs of the compulsory stockpiling.
